He is giving advice to his conservative political masters, who prior to World War Two condemned his criticism of their lack of preparation for air warfare in the coming war with Germany in "Sandy Macaston,... whose knowledge of local conditions was such that Biggles, recognising the value of experience, was often guided by him (Biggles)... being a wise leader, was prepared to take advice... of those better acquainted with the danger which he had little experience."
